So, me and my friends sort of half-on-purpose half-accidentally brought Yugioh back. Mostly when I challenged someone to a duel. ... He won ... so did everyone else actually. I won twice by spamming Trap cards and once by sheer luck. Either way, I've been spending time on YugiohCardMaker.net starting up a Nazca themed deck: ... I only have seven cards ... Essentially it's a standard "LV" monster. I quite like the affect, it starts off being unaffected by specific WIND spells and both the LV.6 and LV.8 ones allow you to put LV. 4 back in play fairly quickly. R. Nazca has a fairly useful effect. The problem is it does rely on you having multiple Nazca Dopants in your deck. Kamen Rider Nazca can be summoned after your opponent attacks you or it can be Synchro Summoned to increase it's ATK and DEF a tad. Skies Of Futo just protects Nazca and allows you to build up your forces again (Actually the whole deck hinges around getting Nazca LV.4 out quickly ...). Futo city is basically a buff for WIND monsters. So what about you lot? Got any fan made YGO cards? Toku or not show us!

Actually with R Nasca, that's interesting. I'll have to check the rulings, but it's a bit like the Calculator targeted by Metamorphis.
The main difference between this and most LV monsters is that most of the higher levels are special summoned during the standby phase of the/a turn after the previous was summoned. With this ruling you could get to LV 8 in one Main Phase, although that might be your intention. But that also rules out what I normally do, just summon the LV 5/6 and go from there. The stats are a little low and the effect isn't one seen often but it's definetly interesting.
Onto OCG, I don't think you need 'specifically' before the 'targets' and you might want to change skies of Fuuto to 'If 'Fuuto City' is removed from the field, destroy/send this card to the graveyard'. Right now it can be subverted by returning to hand. Not a lot I can pick out with that, so nice. =)
And meh, I think I have my Rescue Force set somewhere. (Actually no, it looks like I don't. Damn.)

I'm making a water and ice deck, with the main power cards being Rey, Bassha, Hurricane Blue, and all that jazz. Any ideas for cards? So far I have Takato, Rey Kivat, Henshin, KR Rey.

Bassha could have an effect where if he's sent to the graveyard you put Bassha Magnum in your hand?

How about this:
This card cannot be Special Summoned. This card can only be Tribute Summoned by tributing a [Nazca] # turn(s) after it has been Normal/Summoned.

How I have my deck set up is there's the human (Takato) and his henshin device (Rey Kivat) and they combine using the Henshin card to form the Rider. Anything I'm missing here? (Haven't played Yu-gi-Oh in easily 4 years, most likely more)

I only just got back into it so I won't be much help, but yeah that sounds workable. There actually is an "Archetype" of cards based on Kamen Riders. They're summoned by a card called "Masked Change" you tribute a monster and then summon a Masked Hero with the same attribute. Maybe you could do something similar but for specific cards? And yeah, Kaisu, that works a lot better, cheers. =)

I have the human, a spell card for their device, then a universal transformation card where both go to the graveyard and the hero goes out into the field. Also, each hero has a special effect, like every two turns, Rey can perform his finisher and defeat any opponent regardless of defense.

Interesting, if you wanted it to be balanced then maybe write that he's unable to attack the turn you use that effect.
