Description: Peter Saint is a short, slim man who looks very young. He doesn’t blink which seems odd, so does his soft voice and the way he seems to make veiled threats without a change in tone or facial expression.

- Form Name: Kamen Reaper
Appearance:Image. Underneath the tattered hood and torn black cloak that he wears Peter wears as the Kamen Reaper is a powerful (though heavily modified) suit of self-sufficient armour, The META armour. But it has been modified rather a lot, firstly the shoulders have been taken and replaced with devices to house pieces of technology, so has the chest, in fact the only bits that look the same as it did when Section "acquired" it from a private military contractor in 1997 are the legs, the arms and the helmet. The left shoulder pad is brown and square shaped, attached just above the left elbow with a small card slot underneath it. The right one is a big armoured chunk of brown metal that's hollow because when you tap it you hear a hollow "CLANG!" ... and then hissing. The chest is white, with a sort of "H" shape on the front with similarly constructed plates all around it. Finally the helmet which is basically one big orange visor with a brown line across the bottom. The entire suit is big, bulky and extremely strong.
That was then, this is now. Thanks to KEEP and the mysterious "Doctor" Peter's had a bit of a redesign. Aesthetically the suits built for fear the white and brown colour scheme has been switched out for black and red with a skull carved into the faceplate and even more designs painted into the armour. The armour overall is still the same bulk and stores the same weapons but is slightly taller so it's spread out more. The right arm is larger with sharp pointy spikes and almost completely red while the left is black and less built up. Ammunition packs are held on the chest and the back. The armour is a lot more angular now and there are a few more compartments for weapons and equipment.
Transformation:As above, the energy used in the transformation will sometimes continue to shoot around Peter after he's transformed. This shouldn't happen, it's because the armour's been damaged.After KEEP's modifications all he needs to do to turn on his power is think about it. At which point a blue storm of electricity travels up his body sealing his armour onto his body.
Weapons and Abilities:Like plenty of serial killers Peter Saint takes little mementos from his victims. And since he murders Kamen Rider's he's got loads. Problem is the constant usage of all this equipment is putting a serious toll on his armour so it isn't running at peak capacity and he can't run everything at once.-
The left shoulder is a card reader that can read almost any other card through it.The center of the chest contains a deck of cards with a laser card reader on the front that he can use to activate various different cards and abilities. He possesses:- An Advent Card labelled "Volcancer", that allows him to summon a huge crab monster called Volcancer to attack his foes. Stolen during his "resignation" from Section.
- A "Strike Vent" card which gives him one of Volcancer's claws that can be used to slash and crush his enemies. Taken while he escaped Section.
- A "Guard Vent" which gives him a huge shield based on Volcancer's chest. Relieved from Kamen Rider Scissors while Peter left Section.
- It wasn't just Scissors who Peter stole cards from, he acquired Kamen Rider Garren's "Rock Tortoise" card which turns him into stone, the problem is it also renders him immovable though.
- Another card of Kamen Rider Garren's was "Scope Bat" that increases his eyesight to tremendous levels.
- A third of Mercer's cards that got stolen by Peter was his "Thief Chameleon" card that let's him take a weapon from an enemy. Except it doesn't let him choose what object gets stolen from who, seriously, he once wound up stealing a lollipop off of a child.
- Kamen Rider X-Press's "Dash" card which allows him to propel himself forward at super speed with a lot of force. The card (like all X-Press's cards is brown with a gold "X" on the back and the front has a picture of a stylised man running while surrounded by yellow energy).
- Kamen Rider X-Press's "Rail Shot" that let's him fire a big energy beam out of his chest that can go through layers of concrete, people, even heavy armour. The back is the same is the same as the other X-Press cards but the front shows the same man with a beam of yellow energy from his chest. This attack totally drains his batteries.
- Another of the late Kamen Rider X-Press's cards is the "Shield Bubble" card. Again it has a picture of a stylised man on the front (this time with a yellow sphere around him) once activated a big sphere of yellow energy appears around him. The problems are that it may just lock him up, or alternatively drain his batteries totally.
- He also took Kamen Rider X-Press's "Form Electric" which gives him electrically powered punches and has a picture of a bullet-train on the front.
- X-Press's "Form Steam" card let's Peter create a big plume of steam, smoke and heat around him that can mask his location. Problem is, it's hard for him to see as well, occasionally he can stumble into walls or trip.
- An Advent Card labelled "Volcancer", that allows him to summon a huge crab monster called Volcancer to attack his foes. Stolen during his "resignation" from Section.

Inside the chest cavity are a load of tiny little missiles. Once the "H" shape on the front is released a load of small cylinders fly towards their targets putting Macross to shame. The recoil from this throws him away into a wall.These have gone now. - Throughout the armour is an "Faze Stealther" looted from Kamen Rider Faze. It allows him to put up an active camouflage. He's still visible but only as a shimmer, it can work non-stop for about two minutes.
- Another of Kamen Rider Faze's powers is the "Faze Booster" that allows Kamen Rider Faze to pass through walls. This ability only works with the armour's user (i.e Peter) and he can't carry people with him.
- Kamen Rider V's main ability was the power to absorb heat and kinetic energy. After he got himself slashed up Peter stole his belt and added it to his armour, he now has the power to recharge his batteries by "crushing" a blast of heat or power. But this takes loads of concentration and nearly a minute to do so he's vulnerable while powering up from say a rocket exploding or a laser. And if he drains too much then he has to expel lots of his energy at once to avoid exploding.
- Inside the innermost part of Kamen Reaper's armour is a layer of "biofoam" stolen from Kamen Rider Cross. It heals him from injuries very quickly, unfortunately it can go over the top a little and causes his body to bulge or in extreme cases gives him some form of tumour.
- Kamen Rider Getsu met a rather nasty end and her poisoned sword which can cut through concrete is now under his possession. He keeps it on the back of his belt.
But the sword was bonded to it's original user and can sometimes stubbornly refuse to come out meaning it has to be pulled extremely hard.Peter has recently had KEEP help strip the sword down, the magic blade remains but the hilt has been replaced with one designed to look like a bone so that he can pull it out quickly. He also has an identical sword that's not magic, but just powerful. - With the Drake Zecter threaded throughout the armour Peter
can perform a pseudo-Cast Off where his extra armour is thrown off leaving him in a rather light form that can Clock Up. The problem is (other than occasional short circuiting) that all the separate bits of armour that get thrown off need to be reattached by hand. It also leaves the armour's internal circuitry exposed. Also he doesn't have the best reflexes to keep up with his own speed.is able to Clock-Up and reach super fast levels of speed. - After his little run in with Kamen Rider G1, Peter's got a corrupted Watson in his head
giving him advice in battle, or screaming to let him out, trying to tamper with the armour or causing havoc/ and mental strain.The AI is no longer green but red and sounds a little bit warped. - A lot of technology taken from Karazu Miyazaki while she was still Milky Way including:
- A sort of double-jump device that's either been modified or gone wrong when he tried to install it. It now allows him to jump while in mid-air but after this second jump he gets stuck and has to stay in the air for a minute..
- Knuckle Gun, installed into his left hand and adds a powerful punch to his ... well punches. Unfortunately it really, really hurts his hand when it goes off.
- Feather Legs, affect gravity around him and let him float to earth rather than fall at an incredible velocity ... if it works.
It does fail every so often ... this hurts. - Sword Storm Gun, installed into
his right forearmthe centre of his right hand and can fire very powerful sword shaped bullets. Or he can "retune" it into a type of arm mounted lightsaber blade. - Bubble Gun, installed in his left forearm and comes out of the side. It fires slow moving bubbles that do very little damage and travel forward at a glacial pace.
- Freeze Bombers,
a small missile stored in Kamen Reaper's chest that firesA lot of small red exploding cylinders that Peter can throw at a target and freezes it temporarily. Of course they can affect him as well and leave him in a block of ice.

- The armour itself is extremely strong and hard to destroy.
- The massive right arm, known as the Omnireaper Drive, it holds most of the components that make up his armour abilities and is capable of copying other abilities. However it can't copy weapon specific abilities and if it runs more than one ability at once then it slows down and the powers are a lot weaker.

Finisher(s): The Kamen Reaper can use several finishers including Kamen Rider X-Press's "Spiral Rail" which is a spinning drop kick to his enemy's heart courtesy of the "Spiral Rail" X-Press card.
Similarly he can also use Kamen Rider V's "Victory Punch" attack which is a glowing red uppercut that blows stuff into red dust.
Kamen Rider Getsu's "Moonlight Howl" an attack that requires him to draw KRGetsu's sword let it absorb the light of the moon and then impale something.
StarStorm uses all the technology he's assimilated in one devastating attack. But ... well, this isn't safe ... far from it.
Other Equipment:
- He carries a notepad and write's down the names of people he's killed.
- A KEEP pin that also works as a tracking beacon.
Inside Stuff
Personality: Quiet, calm and soft spoken. Peter Saint takes himself very seriously. Although he loves how terrified people are of him he never let's it show, maybe it's because he doesn't know how. Occasionally he'll give someone a smile but that's usually a sign of him manipulating you or trying to find which part of you is best suited to receive a kukri.
Killing is a hobby to him, he remembers every victims face, scream and how he murdered them. Usually his killings are "exploratory" or experimental. He never kills the same way twice unless he has to. After he's done stabbing or choking or whatever he'll take a "souvenir" from the victim. Usually it'll be a lock of hair or a piece of jewellery or something less messy but with his new ... clientèle, he's taken to stealing bits of armour or abilities.
Strengths:
- Very, very, very clever. A genius in fact.
- Cleans up after himself very thoroughly, enough to make it look like he was never even there.
- Excellent at terrifying people.
Weaknesses:
- Twitchy, needs to kill something at least once a day.
- Doesn't lie. Ordinarily this is a good thing but in his line of work it can lead to awkward situations.
- Monologues occasionally.
- His powers work slowly off of a processor and he needs a massive amount of power.
History: Some people pay their way through college selling stuff over the phone, some deliver pizza's and some strip for cash. Peter Saint paid his university fee's as a hitman. He was really good at it too, no one messed with Randall Parker's gang, not when their 21 year old hitman had killed the infamous gas mask murderer and was wearing the former serial killer's mask in every meeting.
But unfortunately, he messed up one case, he'd been trying to kill someone by seeing if he could bash their arm up so much that it caused blood to stop flowing through their body. Unfortunately the victim woke up, punched him in the face, called 911 and Peter was too socially inept to plead "Not Guilty".
So, there he was, on death row about to be killed via lethal injection. The day came, he was laid on a table, tranquillised, injected and ... woke up in a bed in Section's underground lair. Due to how mind numbingly clever he was he wound up as their "scientific director" tasked with cataloguing all the technology that Section acquired. As time went on he started building his own suit. A self-contained, extremely powerful suit of armour, and with that in his possession he broke out of Section.
Still hungry for more power he started roaming the world, killing riders and stealing their powers.

Sample RP: Well ... he'd been a scrapper hadn't he? Peter sighed and walked away from the body of Victor Knave, once known as Kamen Rider V, and into the kitchen. He clicked his tongue and looked for a scrubbing brush and some paper towels.
There was a bit of a mess in the living room, mostly blood that had been splattered all over the coffee table and the rug. Peter paused, he'd need to get that out fast. He went back into the kitcehn and looked under the sink, there it was! He came out again with a bottle of something and poured it over a rag to mop it up. Wait. Window. Peter put the bottle down and opened up a few windows, now he could get to work.
