He holstered his weapon and undid his transformation, removing a set of handcuffs. For a second, he wondered how he would do this.
"One of you through each cuff." He said, then realized that wasn't smart; they would still have a free hand and could get at a weapon, no doubt. He pulled his License, "Bridge; need you here. Be sure to have a pair of handcuffs."

Bridge sighed and was there after five minutes.
"Is handcuffing them really necessary?" He asked "They're still here, still waiting, I think they'd follow you if you led them to the police station,"

Hoji handcuffed Yuki and then looked to Sakura, "Bridge, we have a job. But if she's willing to come, then I guess using this woman as insurance should make her follow." He started off, keeping an eye on Yuki as she went off a bit ahead of him; he remained Morphed.
