Lucky Clover. Not based in Japan, but still a threat. SPD wanted information on their technology, and Under Anchor had the ability to get that information. Zero One was the best bet for this mission, so he waited around for Gamma, knowing that he should be in the area.

Tetsu sat on a rooftop, surveying the city below. He smiled, stood, and put his belt on, typing in the code as he leapt from the roof and fell at least 10 stories to the ground, putting in the Phone and transforming on the way down. He landed, pulled out the Blazer, and shot some random woman in the back of the head, then began firing randomly into the crowd.

Zero One saw the panic and headed in that direction. There he was; Gamma. He hurried, using his smaller frame to remain mostly hidden. He knew he would have to get very close, but he could hopefully cling to the belt while getting the information, and be on his way again soon.
Or he could call Youko and ask her to give him Analyzer for a longer ranged data scan...
No. He would not put her in danger. Never.

Tetsu continued firing, and for variety, changed it to Sword Mode and cut down a few people fleeing in the wrong direction.

Even Demolition...he could at least try to hold Gamma off.
He hadn't expected this to be easy, but slaughtering people too? This was sickening. If he could hack it, he'd cut that man's power off.
Zero One jumped onto a tree and clung to it, doing his best to climb up to a low branch and hurry along it before dropping off behind Gamma.

He held his hands up to try to use the crack sequence, but was too low. He ran under Gamma's legs to at least be in front, trying from there.
That range was just barely able to work as he started to hack the phone. If he could shut it down, he would. Screw data; people were dying.

Tetsu looked down and noticed 01. He bent down and said, "Well, what do we have here?" and picked him up, beginning to squeeze.

Zero One hissed and shouted as his body felt its version of pain. He could still try to crack it, though. Hopefully he could get free if he could undo the henshin.

"What are you? You look like a cell phone, but you have limbs..." Tetsu said, attempting to examine 01, looking at him from various angles. He stopped squeezing for a moment to shoot another bystander.

He used the lack of squeezing to get his arms free and throw them out, "Initiating Crack Sequence!"
He had already begun, so this wouldn't take as long. Data, data...no. He wanted to shut it down, though the data would be stored inside of him, at least.
