so, since Black left the site and got rid of his works, does this mean that the canon Riders, Rangers and villains that he used are up for grabs? because I've started thinking about making a Kotaro Minami character app since i found out he left and i wanted to know if it was alright to make one

And he's against adoption as it is; he chose to wipe things out to leave holes, instead of giving the option.
