Overview:
He’s cocky. An arrogant bastard who really shouldn’t be doing rescue work. He’s a man who can do the job, but his heart isn’t in it. He’s only sticking around for the sake of his own public image, as he feels it’ll get him recognition for when he eventually leaves. He sees no future here, and is always looking for a way to move on and into something better.

Henshin Device: Rescue Brace, a brace device that is rectangular with rounded corners, and tapers slightly at the end pointing toward the elbow similarly to a Fury Caller. On the end closer to the hand is a dial with a light blue screen in the middle, a red arrow on the edge and four "settings", which are "Chakusou", "Scramble", "Comm" and "Locate", and finally there is a cover that can be flipped up on the other end which reveals a small keyboard and screen, used with Locate Mode as a GPS device.
Henshin Sequence: Turning the dial to “Chakusou”, he thrusts his arm up. An energy shark flies up from underneath him, forming his primary suit, in the same vein as the Wave Team. It crashed above him, exploding and raining down like a storm, forming his additional suit elements.

  The chest has thick armor protecting it, with detail work like that of Rescue Force's; somewhat segmented armor. The arms have no armor, except for elbow and gauntlet armor. The waist features a belt armed with weaponry (marked below).
  
  Leg armor is almost nonexistent after the belt, with only knee and boot armor. The suits also have miniature jets affixed to them for faster undersea travel, as well as an air supply, limited to about ten minutes under at a time.

  Their gauntlets and elbows, as well as their boots to their knees are linked by thin armor; so their overall suits are more armored, faster, stronger. They have cloth-like parts from their waist down, just above the backs of their knees, in two points, going up to a third, top point shortly under the belt. This cape-like cloth serves as a way to differentiate themselves, and also is micro-fibers, serving to give data to the visors about overall weather conditions.

  Wave Rescuer - a Rescue Breaker type tool; it starts as a pack on the members back (akin to the Tri-Basher), and is removed when needed. It can be broken down into different components for different situations. These include:
  
  An emergency underwater breather for rescued civilians.
  A small jet for similar uses for faster travel.
  A device that goes over the arm to allow the arm to move as if water wasn't an issue, for the sake of underwater combat. Only one per pack, however.
  
  
  Storm Breaker - a dual mode weapon that acts as a submachine gun that can fire electrical energy pellets in place of air, or, can be shifted around to form a dagger.
  
  In Gun Mode, it has a grip, trigger, and a tube-like form to itself that is only about as long as the length of an elbow to the wrist on a grown man; a bit shorter. It has a small generator inside to generate the electrical attacks. By twisting the bottom portion, the top tube detaches itself, the grip changes to a straight grip (sword/dagger style), and a smaller tube is revealed, charged with electricity.
  Abilities: Increased resilience, HUD, air supply, built in jets for faster travel, com. system
  Finisher(s): Storm Break; by charging electricity either through the blade or the blaster along with his Rescue Soul, it magnifies and comes flying out as a massive slash/blast that focuses to strike the specific target. His weaker Rescue Soul makes it more difficult to use, however, and weaker.
  
  

History

Makino was born with a sense of importance. He did well in school and came from a family that put him up for adoption. He felt like that was a success, and clung to that as he grew. He isolated himself from those who couldn’t perform to his standards, and especially those who fell into that group and came from better homes.

In the end he aged out of the system, not being adopted, but having had the chance to go to school, as there were few in the system with him in this location. Some wealthy benefactors had refused adoption, but paid so the kids could have a chance, at least.

When he aged out, he had nothing. He ended up going to the UFDA, where he knew he could perform well and gain a good position. And he did just that. When Rescue Aqua was searching for members, he went there and performed well. But he wasn’t allowed in.

He was angered, but not at the loss of the position. At being overlooked, at being undervalued. However, he was approached and put aside into another program. He would come to learn that this was for the secondary unit of Aqua; the Storm Team.

He was made leader of this group, though would still have to answer to Aqua’s overall commander. But he had leadership between himself and Chika; his partner. He took this and chose to move forward as S-1, for the time being.

Overview:
Chika is a woman who can go back and forth between more easygoing or fun and serious. When on the job she’s serious, and won’t tolerate stupidity or uselessness, as people need saving. However, despite this more serious side, she’s a more enjoyable person and rather kind and good natured with people when not on the job, a person that people should be able to like. She tries to make people like her by having fun and truly enjoying life, being rather young by a few years of the norm for the UFDA. Despite her best efforts, she has trouble with people sometimes, even when she tries to be good and helpful with them, as some people are just hard to deal with, and she has never been great with people.

History

Chika was raised by her aunt and uncle after her mother died birthing her, and her father left due to his heavy dependence on drugs and alcohol. She viewed her aunt and uncle as surrogate parents and did well with them. She didn’t think about her parents very often, since she never knew them, and once she learned about her father had no intention of ever meeting him. She was curious about why he would leave, but ignored the impulses to learn more.

Doing moderately well in school, she had a few friends due to her issues with people. She did well in gym classes and had a heart for people, even if she had trouble with them. She chose her path to be the UFDA and rescue work, as she wanted to do more good than normal rescue workers, not that she didn’t think they did less work. She wanted to be of as much help as possible and tried for the UFDA.

She did very well, despite her being the youngest. She excelled in some areas that the UFDA wanted, and she was set aside, not told yes or no as to whether she made it anywhere. She got angry about that, but when she was told later that Makino was her partner, she was told the truth. She was being placed on the elite Storm team of Rescue Aqua. However, this was more of a trial run than anything.

Testing the equipment proved to be good for her. She was skillful with it, along with Makino, and they were both kept on and placed in Aqua with the Wave team, where they are now serving.

Chika and Makino both lifted their arms as they approached the scene. Makino lead, twisting the dial first, Chika mimicking him a moment later. He thrust his arm up, followed by her mimic as she followed her leader.

“Chakusou!” they called as one.

Two sharks made of blue energy flew into the air above them, span around and gave out a roar without sound. They both came crashing down over the bodies of the two Rescue Aqua members, forming their armor. A rain fell afterwards, forming the rest of their armor; the armor of Storm Team.

“Rescue Aqua: Storm Team. Chakusou Kanryou!” they both shouted at once, giving out the salute of the Aqua team before dropping their arms and rushing towards the disaster scene.
