Someone's already making him, but hasn't been around in a while. You can reserve him if it's been two months, I'd say, or we have proof the member is gone (deleted profile, or something).

He said he would be back on the 23rd November (Or so), his last login was 26th November, which grants just over two months.
Unless he said something else, don't really remember.
