If we want to get technical, we have villains on our canon lists. Evil Riders are impossible, as the definition of a Kamen Rider is a hero, so technically a handful on the list aren't Kamen Riders.
And we have KIBA, of course, and the JAAKU armors.
And this is still reserving, which is the main point of logic.

There's no way some Riders are heroes, but that's really a discussion for another page.

That's a pretty long list, since that would include MOTW as well as general characters.

I think it's easier to do it as we have been. Just not making a list since it's underused. We have Yami no Yaiba, Zodiarts (kept track of here, kind of), and a few misc. villains running around.
