Johnny Blaze and the Quest for power

I'm looking at the compiled backstory for Johnny Blaze and noticing he has only recently got his powers back after years of being out of the hero business and his powers are weakening due to other story reasons I don't want to get into yet.

I think it could be an interesting oppurtunity to take a Western style superhero and have him forced to under go upgrades with the more Toku riders to be able to remain competative against the world's villians.

Are the places he could go to do that?

I'm not really sure. I suppose that the Hellfire club might but they're bad guys. The Hathaway Foundation do have the power to modify people but they'd probably force him to track down and kill Kamen Rider Sonnet.
