Overview:
Phillips is a little condescending to his enemies, but doesn’t let it get him into trouble. He prefers to fight on even grounds, and will only truly escalate if his enemy does, but doesn’t like to. He will escalate if his foe is too strong, but doesn’t like to, having a sense of honor, regardless. He’s a little cocky, and expects courtesy, common courtesy, of anyone, even his enemies. He’s rather unfamiliar with the other Riders of Ventara, along with the terminology, unless they learned it from Eubulon. He prefers honor and fights one on one if possible, but won’t hesitate to go up against larger numbers, using his fairly unique cards (unique outside of Eubulon) to surprise his enemies. He’s direct, calm, composed. He would rather not get involved in already unfolding fights, as they aren’t his concern, unless it’s important. He has great skill, and knows his weaponry and powers, but doesn’t overestimate them or himself, or underestimate his opponents. As a government agent, he’s willing to die for his country and for keeping peace, and will do anything to see to it that nothing is wrong.

History
Phillips was born to a patriotic family, which spurred him to do his best in school and get into a government position to help protect the country. At first he wanted to become President, then Secret Service when he realized he couldn’t lead, then he ended up in the FBI when he was old enough. After a few years of being a lower leveled agent, he was moved to the No-Men division, who saw his potential.
When the war against Xaviax hit Earth, Phillips was trying to get as involved as he could. When they found Eubulon, he was entrusted with the power to fight. The power of a damaged prototype Void Key of Eubulon’s, and the power to become Alternative.

To serve the country; that was his job. But when the country was being under the threat of monsters of various sorts, aliens, and more, what could be done? A simple government agent couldn’t hope to accomplish much in this world, not with so much running around.
But no. They would make it work. They had power now. He had power. The power to make a difference, and to show what the government could do; to assure the people.
