Overview:
Kei is a cocky, yet silent and calm man. In battle he believes himself to be invincible, the peak of Vector technology as a Kaizo Ningen. He’s very intelligent due to modifications on his mind, a fast thinker, sly. He prefers the finer things, and uses his free time to obtain them, from fine foods to wines to women attracted to his money and lifestyle. He’s a womanizer who loves women a great deal, though wouldn’t sink to rape or anything of the sort. If he fought a woman, it wouldn’t apply there, or an enemy in any way. He has great knowledge of combat in various forms, has great control over his flight, and is on par with world class fencers and swordsmen.
Kei can be overcome by moments of intense anger and cruelty, though tries to keep that away, as it isn’t good for his lifestyle. He takes care of his underlings, and actually cares about them, which is a bit unheard of for Vector, and a man of his rank.

History
Kei was born to nothing in life, an orphan. Being brought up in a foster home, he started to excel, but started to be cruel to his brother and sister, who were naturally born. He was put up for adoption again, when someone adopted him and brought him up to his fullest potential; the Great Leader of Vector.
Raised with other similar children, he was brought up to his fullest potential, having the greatest tutors training and teaching him. When he was fifteen, he was modified into a Kaizo Ningen, along with the other children. Some died, but he was one who survived. He was favored as well, along with one other child.
When he was twenty, on the eve of his twenty first birthday, he was modified again; upgraded. He became both Kamen Rider X and Skyrider, Skyrider or “Locust” being the stronger form, but X being the one he was given years ago. He still utilizes both, sitting as one of Vector’s highest ranked men at this point, and waiting to go into the field alongside Rio Nakase.

He lifted his wine glass, taking a sip and smiling to the woman across the table from himself. His blonde hair was off-putting to some women, but not this one. Women like her liked it; liked the danger it could represent with who he was as a man.
But the smile he gave was a faux smile. He was bored by this woman, yet couldn’t just tell her that. That was the downside to who he was. He set the glass down, wishing he had something stronger to get him through this annoying date that he had set up. When he had met her, he felt it would be…entertaining, fun.
It wasn’t.
She was boring, with absolutely nothing of interest to bring up. He wanted to sigh, but didn’t, for that would have been rude.
Then she started to talk, so he didn’t bother paying attention, turning his hearing off of her voice frequency, just so he wouldn’t have to listen. But he heard another sound. He brought his ears back to normal and rose, “Please, I beg pardon. I have to excuse myself,” he lifted his PDA and stepped away, happy for a fight just so he could leave.
