Civvie StuffName: Kousei Kougami Age: 43 Sex: Male Nationality: Japanese/European Occupation: Head of the Kougami Foundation Species: Human Celebrity Claim: Takashi Ukaji Hair color/style: Short black, with the top slicked back a bit, but overall well kempt. Losing some luster after the years, becoming slightly grayer. Eyes: Brown Description: He doesn’t really look his age, with more wrinkles than he should have, but seemingly boundless energy. He wears suits of many different colors; the jackets, pants, ties. All of it matching, usually in bright, unusual colors, such as pink, or yellow, or green, despite being the head of the company. He usually doesn’t wear anything else, other than an apron when making cakes. Other Equipment:- Ridevendor controller, to control if his Vendors activate or not.
Inside StuffPersonality: Kougami is an eccentric man with seemingly boundless energy. He can appear reserved at times, when doing business, but then explodes with excitement like a child, shouting “SUBARASHI! (WONDERFUL)” a lot. He has a habit of speaking in English from time-to-time, mostly shouting or singing “Happy birthday”, as he has an obsession with births and creation, despising death and destruction. He has deep and grand desires that he keeps to himself. Despite his eccentricities, he knows how and when to get his jobs done, and sees to the success of his Foundation and Foundation X, as he does not want his money to dry up. He is very smart and sly, often using his eccentricities as a cover. He is unaware of Satonaka being a Foundation X member spying on him, but knows they are likely watching, so he tries to get as much done as possible. He is pretty dependent on their money, and hates that. He hates the Foundation for their stranglehold on his Foundation, as they keep other investors away. Kougami is sometimes forced to be reckless as a result, and has a reliance on Gotou and others of his squad as a result. He hates putting the younger generation in this danger, but keeps his concern hidden to appear as their unattached boss. Strengths:- Boundless energy
- Very clever
- Shrewd businessman
Weaknesses:- He cares about his subordinates/soldiers, when they could die on the job
- Forced to rely on Foundation X and become reckless at times
- Considered too smart for his own good by Foundation X; marked for death if he gets too uncontrollable (obtaining Giru may cause him to be eliminated)
History: Kougami was born the descendant of the original Kamen Rider OOO, but was never told of his European lineage by his Japanese parents, due to how diluted the European blood had become over the years. Kougami excelled in school, becoming interested in baking and birth due to his time working as a caterer and working in a hospital doing odd jobs over his first twenty five years of life. Eventually he decided to explore his roots and discovered the sarcophagus of the Greeed when searching for his past. He realized the power that the tomb contained, and began to seek out support as he created a business based around various small ventures, including creating vending machines which became the Ridevendors, and selling his own cakes, just to make some money. Using this early money, he began to hire scientists to help develop various technologies, utilizing some Cell Medals he had extracted from the tomb on his first trip to power the devices. He managed to find interest in NexTech, who started to buy from him. He eventually made enough money to secure the sarcophagus and bring it to Japan, to his office, where he continued to extract Core and Cell Medals. Foundation X, since they support NexTech, started to support Kougami and give him money to rapidly expand after a few years. Kougami became curious about this, and they reported that he would only have to do a few things for them, and he would have freedom to fulfill his ultimate desires that he had had since he was a child. They eventually forced Kougami to get rid of the sarcophagus, and take the OOO Driver and most of the Medals he had extracted and send them away. He didn’t want to, but did anyway, desiring money to fulfill his desires. However, this wasn’t enough, and now the Foundation wants him to do more, so he started going after the Purple Medals of Giru. Anything Else:Sample RP: “Gotou, what have you found?” Kougami asked, looking up briefly from the cake he was finishing. The young man before him was the head of the Ride Vendor Squad. He saluted, “We have yet to find the desired stone,” he said, “But we did encounter some resistance.” “Yummy? Greeed?” questioned Kougami. “Unfortunately, no,” Gotou said, “I don’t believe they’re even in Japan anymore.” “I figured as much,” Kougami said, taking the cake to Satonaka, who was sitting to their side. “We encountered a Fangire,” Gotou said, “We eliminated it without much trouble.” “I hope so,” Kougami stated, “That gear you have would be a waste if it couldn’t kill one.” Gotou nodded, “We’re running low on Cell Medals. What should we do?” “We’ll figure something out,” Kougami told him.

Civvie StuffName: Shintaro Gotou Age: 22 Sex: Male Nationality: Japanese Occupation: Ride Vendor Squad leader for the Kougami Foundation Species: Human Celebrity Claim: Asaya Kimijima Hair color/style: Dark brown, a bit long. It hangs down past his ears, and down beyond his eyes. There’s a peak above his left eye. Eyes: Brown Description: Gotou has strong eyes that are constantly searching, consumed with passionate fire most of the time. He keeps his body in top condition, training most of the time, keeping it lean and muscular. There are some scars from training mishaps, but not too many. He often wears a black and gray uniform when training or with Kougami, but wears button up shirts, closed vest and thin tie when out running errands. He always has a handgun on him, usually concealed by his black and gray uniform, or his vest. He usually wears boots; regardless of what else he’s wearing, and has a hidden knife. When on the job/in battle, he wears the Ride Vendor Squad uniform (minus helmet). Rider StuffName: Kamen Rider Reverse/Re:Birth Henshin Device/Sequence: Gotou places the Reverse Driver on his waist, snapping the belt around him. He takes a Cell Medal and places it into the slot, turning the dial once to activate his armor, which appears around him in a shimmer. Forms: - Form Name: Kamen Rider Reverse/Re:Birth (name is not interchangeable; that is how it is said)
Appearance: Here Transformation: See above Weapons and Abilities: Reverse/Re:Birth is modeled upon the Kamen Rider Death designs of Doctor Maki, which are strikingly similar to Kamen Rider Birth. For weapons that this Rider has the Medajalibur, which can be scanned with a shoulder node, as well as the Cutter Wings for flight and for cutting his foes, and magnetically collecting Medals, the Drill Arm for combat and drawing in Medals, and the Crane Arm for ranged combat and getting Medals. Each piece of equipment from his armor requires a Cell, for the Wings, two turns, for Drill, three, and for Crane, four turns. Finisher(s): Reverse Burn; by turning the Reverse Driver once and loading two Cell Medals, his legs begin to shimmer, just like when he transforms. Gotou launches himself forward (or flies, if he’s using the Wings), using intense heat to stun the opponent with a blast of it (Lion Medal-type ability), then delivers a devastating kick of pure energy, giving it as a roundhouse kick most commonly to use the rotation for momentum.
Other Equipment:
- Cell Medals
- Handgun with enhanced bullets to make a Greeed/Yummy “bleed”
- Cell Medal Sling. A small, sleek silver, gray and black partially elongated body that goes from the wrist to nearly the elbow. There’s a handle that comes down for the user to grip, with a small trigger button by the trigger finger. A few Cell Medals are loaded, and every shot fires a portion of the energy derived from the Medal. Not as strong as the Birth Buster or a weapon firing Cell Medals, but it gets the job done, especially in numbers. Around ten shots a Medal; carries a concussive force from the blaster with each shot.
- Headset during missions, with earpiece and mouthpiece, as well as a single eyepiece so he can perform scans.
- “Death” Arm. See Maki for details.
Inside Stuff Personality: Gotou is a proud man and warrior, with the desire to protect the entire world. He was a former police officer, giving him training and insight during operations, and making him an excellent shot, as well as someone who relies on instinct at all costs. He’s cold and serious, but lightens up a bit when speaking with those he genuinely likes (Satonaka and Date). He hates those who stand in the way of justice and of what’s right, and refuses to work with them, meaning getting on his team is difficult.
He has a continual need to become stronger, and as such trains hard every day, often passing out instead of sleeping, due to all of his exertion. He always thinks tactically when leading a mission, and shouts orders based on how things should go, instead of on his preferences and how he wants things to go. He believes in the natural right over his own sense of right and wrong, but is trying to get better, since the world is too cruel sometimes.
He has a great desire to become a Kamen Rider, but refuses to give up on his morals in order to do so. Strengths:
- Combat skills; martial arts and grappling
- Marksmanship abilities
- Leadership abilities
Weaknesses:
- Won’t do what might be best if it complicates his morals and lives
- Picky when it comes to people
- His desire to be a Kamen Rider sometimes blinds him
History: Gotou grew up in a home that was active in the community, so as such he became friends with different police officers, who instilled in him their collective beliefs, and made him into an officer years later. During his schooling, he only had justice on his mind, and always trained in things he would need, like combat skills, morality, and marksmanship, even from a young age, doing whatever he could. From learning martial arts as a child to playing with dart guns to learn marksmanship, to reading advanced books on morality or philosophy.
When he finally became a police officer, most people he served with were corrupt in some way, or didn’t take the job seriously enough. Gotou hated serving with them, and often got screwed over when it came to promotions, due to higher ups being corrupt as well, and looking out for their best interests by promoting those who could get things done personally, such as taking bribes and siphoning money on up.
Gotou grew sick of things and left his childhood dream. He still had a grand desire to protect everyone and the world, which Kougami saw in him. He recruited Gotou and made him the leader of Ride Vendor Squad 1, giving him an important position where he could put his training and lifelong dream into use. During this time, fighting various creatures, he learned more of the Kamen Riders, and grew to both detest and respect them, desiring to be one.
Doctor Maki allowed him to start living out his dream by giving him a present in the form of the “Death” Arm, which Gotou started to use in more serious battles. Anything Else: See Maki (below) for details on the “Death” Arm.

Civvie StuffName: Kiyoto Maki Age: 35 Sex: Male Nationality: Japanese Occupation: Top scientist for Kougami Foundation Species: Human Celebrity Claim: Yu Kamio Hair color/style: Graying black or brown, which has lost its luster. Short and spread a bit, with a peak high above the right eye. Eyes: Brown Description: He looks older than his age due to what seem to be wrinkles and hardships worn on his face. He sports glasses, and usually wears a white button up shirt with a black open jacket. He always has a small white fleshed doll on his arm, which he treats as another living being which he constantly speaks to. Other Equipment:- Creepy ass doll
- Furniture for aforementioned creepy ass doll
Inside StuffPersonality: Maki is a silent, nearly stoic man who only speaks when necessary. He always carries a small white doll on his arm with him, speaking to it usually, even if speaking to someone else. He has a mental reliance on this doll’s presence and wellbeing, due to some past incident. He has an incredible mind, and an ability to create amazing weapons and technology. He, like Kougami, has a preferred state of being. That, for Maki, is death and destruction, as opposed to Kougami’s birth and creation ideals. He doesn’t care about putting others in danger, as long as he can gather data. Strengths:- Intelligence
- Abilities to create technology
- Manages to stay on top of things, even if it means switching sides
Weaknesses:- Mental reliance on creepy ass doll
- Preoccupied with death and destruction
- Will willingly sacrifice Ride Vendor members for data, when he shouldn’t be
History: Maki’s past remains a mystery, up until age 20, when he began to work on different technologies. Many different companies and facilities wanted him, including Foundation X. His abilities were superb, but his mental condition and attitude made less people interested, except for Foundation X and the Kougami Foundation. Kougami got him first, though. Maki was put in charge of the science divisions of the Foundation, and began to create different gear, including bullets for piercing Greeed and Yummies, the Cell Medal Slings, the Ridevendor cycle modes, and more. At some point he met Gotou, or at least saw Gotou’s desire to be a Kamen Rider. Maki was working on a Kamen Rider prototype codenamed “Kamen Rider Death” (Birth), but only had an arm made so far; the right arm. He sent it to Gotou and had him utilize it for data, but Gotou used it as a chance to prove himself. Maki continues to simply create whatever the Foundation requires, waiting for the end to come. Anything Else: The “Death” Arm is essentially Kamen Rider Birht’s right arm. It sits in a large case and opens at a seam on the inside of the arm. One first opens the green module at the shoulder, places three Cell Medals inside, closes the cap, and places their arm inside. The first Cell activates the Arm, the second and third provide to power it, allowing it to be stronger. By hitting the green module, a Rider Punch can occur. However, it’s not called “Death” just because of Maki’s disposition towards death and destruction. It burns away at the nerves of the user, due to being a prototype. Naturally, Maki kept silent on this point. If used continually after burning all of the Medals, the Arm will force the user to release it by burning them through overheating, making the Arm dangerous to use. Sample RP:“Doctor Maki!” Kougami exclaimed. Maki looked up from his lab table, his doll sitting in its own small seat beside him. Maki put away the blueprints he had drawn up for Kamen Rider Death, and looked up to Kougami. “What is it? I’m busy,” he commented, looking at his doll as he spoke, setting it on his arm. “What is the current status of the Kamen Rider project?” Kougami asked. Maki was simply happy he didn’t attach a name, “Kamen Rider Death is…” “Death?” Kougami shouted, “That is not SUBARASHI! That is a disgrace to the Kougami Foundation!” “What would you have it called?” Maki questioned, straightening the doll’s clothing. “BIRTH!” he shouted, “LIFE!” Maki turned around in his chair to get back to work. He wasn’t in charge of names, after all…what did it matter what he called his project in the prototype stages?

Civvie StuffName: Akira Date Age: 30 Sex: Male Nationality: Japanese Occupation: Ride Vendor Squad member Species: Human Celebrity Claim: Hiroaki Iwanaga Hair color/style: Short black, combed up and somewhat spiked at the front/top. Minimal on his sides. He has a bit of a mustache and beard, but not much. Eyes: Brown Description: A taller, broader built man, he usually wears cargo pants in olive, a white shirt, and brown coat with various badges or emblems sown in from previous jobs in his life and wears a necklace with a ring at the end. In battle, he wears the Ride Vendor Squad uniform (minus helmet). Rider StuffName: Kamen Rider Saver Henshin Device/Sequence: The belt looks like this, minus the glow. He places it on, and the belt shoots out both ends, connecting in the back. He takes a Cell Medal and slides it into the front opening, feeding Cell Medals for time and energy, as it runs on them more than Birth or Reverse/Re:Birth does. When the first is inserted, a wave of heat washes over Date, forming the armor as the Cell is burned. A second is then required as the initial power source. Forms: - Form Name: Kamen Rider Saver
Appearance: Red and gray armor, fairly bulky. His chest is rounded and sleek, but thick, with primarily gray, but some splashes of red. He has the black “spandex” armor over his entire body, a chunk of his chest exposed from the waist up to the ribcage area. His shoulders are thick and rounded, but capable of coming off for more mobility. They are red with small bits of gray. His arms go between the black “spandex”, gray elbow armor, and red and gray gauntlets from halfway between the elbow and wrist on down to finish the hand. Under his belt, he has the black again, with armor halfway between his hip and knee on down being gray and red, somewhat elongated out to the outsides and curled up, but can be sent off for more mobility. From below his knee for about the length of a finger is unarmored again, then he has greeves and boots of gray and red. His helmet is primarily gray, indented around the face. He has a black visor covering most of the face, and gray beneath for the mouth area. The visor can come up to reveal a grayish colored “face” with blue optical eyes, like the “Fire Wings” of Rescue Fire. Red rims around all of it, with the helmet primarily gray on every other side, with splashes of red. Transformation: See above Weapons and Abilities: Unlike Reverse/Re:Birth, he doesn’t need Medals to summon weaponry. He strips the excess armor from his shoulders and legs and it forms into an arm mounted cannon weapon. Either arm can use it. He activates the attack through a trigger that drops from it into the hand he’s using. It fires off a powerful attack, led by a sphere, with twisting energy trailing behind it, burning bright yellow, capable of burning through foes. Finisher(s): Saver Cannon; see above.
Inside Stuff Personality: Date is a people person who keeps his desires hidden, even with Kougami prying in on them. He tries to make everyone happy, and keep people from crying or feeling pain. He believes in making gambles if it can really pay off in the end for a good result, and believes in doing the job given to him, putting his personal preferences aside while doing it. He has a tendency to screw up names sometimes, and learns better through experience. He’s a superb combatant in physical combat, but not the best marksman. Strengths:
- Physical combat experience
- Genuine care about everyone
- Sees Gotou as like a student and helps him to become better, which in turn makes Date better overall as he learns marksmanship
Weaknesses:
- Not the best marksman in a primarily shooting job
- Cares about his teammates too much; attached in a deadly job
- The oldest member of the team, he sometimes can’t keep up, even if not too much older
History: Date grew up in a subpar area of Japan, but took to learning even when his classmates didn’t. Studious, he had plans to make something of himself, unlike the rest. Over the years he left his parents who didn’t see his way of doing things as he did, and moved into his own place for the time.
While he finished school, he encountered various bad groups of students and people, but always fought on for his own sake, eventually seeing the world through the eyes of someone who lived in a bad area, seeing how hard some had it, and how to make others happy through his own hardships. He began to travel around Japan, doing what he could to help people, including rescue work. He considered joining the USDA and Rescue Force (*hinthint*). As he looked for work, Kougami recruited him into the Ride Vendor Squads, if he could prove himself.
Date proved his combat capabilities as well as leadership and tactical thinking, but was given simply an officer’s rank, while Kougami kept a close eye on him for other reasons. Date was placed on Gotou’s squad, and began to bond with the man during their missions. Sample RP: “Date! Where’s the enemy?”
Date crouched down, under heavy fire from some sort of creature throwing around energy attacks. He rose and fired with his handgun, wounding the thing, but ducking down to avoid having his head taken off.
“Gotou, bring in three men from the stairwell. We have it pinned in the hallway. We’ll throw a flash grenade in five seconds. How long until you can be there?”
“Ten,”
“Good, it works out,” Date said, motioning for a soldier to crawl over. He grabbed the man’s shoulders, “You’re injured.”
“I’m fine,” he muttered, but had lost a lot of blood.
“Stay back and keep cover,” Date said, taking the flash grenade. He pushed the man away to get away while he threw it. As soon as it went off, Gotou’s team broke through the door, opening fire with their Cell Slingers, subduing the creature and bringing it down.

Civvie StuffName: Terui Ryu Age: 21 Sex: Male Nationality: Japanese Occupation: Ride Vendor Squad member Species: Human Celebrity Claim: Minehiro Kinomoto Hair color/style: Dark brown, swept towards the right above the eyes with thinner hair above the left eye. Eyes: Brown Description: Terui wears red leather pants and a jacket in an old, 70’s or 80’s style, along with taller motorcycle boots. His jacket has a flaming heart design with words around it, the words being various. He wears an upside down heart necklace as well as a gift from his sister, though it was normal at the time, he reversed it after his family’s deaths. In battle, he wears the Ride Vendor Squad uniform. Rider StuffName: Kamen Rider Vengeance Henshin Device/Sequence: The Vengeance Driver looks like a Greeed’s belt. He places a Cell in front of his waist, and it forms, the central gap of the belt appearing where the Medal was, absorbing the energies that way. It comes and goes as he demands it to, as he wills it to with his desire. Forms: - Form Name: Kamen Rider Vengeance
Appearance: The entire form is a sickly green, like flesh over him. The shoulders slope up like claws. His body is sleek, the chest muscular looking. His legs, from just above the knees on down, are a bit thicker, with a ridge of armor above the knees. His feet end in boots, rather than claws, while his hands are clawed. His face is smooth, with two crimson eyes glowing constantly, but the mouth is silvery gray, without an opening or anything, more like a helmet mouth here. The entire head is smooth, except for the “V” like prongs on the front (like Kamen Rider Double’s head), in silver. Transformation: See above. Weapons and Abilities: No weapons, but the ability to change his limbs. He can morph his fleshy armor into an arm blade, massive claws, or a blaster weapon, harnessing Cell Medal power. Finisher(s): Cell Crush; harnessing the power of multiple Cells, he can power any weapon he currently uses for a finishing move of pure power.
Inside Stuff Personality: Terui is a cold and competent man, but someone who has a lack of care for most others. He sees everything as a job needing to be completed, and puts his own personal feelings aside, often commenting on the bleakness of the world around him, due to the evils in the world. He lost his family through some incident in the past, thus he remains apart from others, often pushing others away as they try to get close to him. Strengths:
- Combat skills
- Cold calculations during missions
- Doesn’t let anything get in his way
Weaknesses:
- Family was murdered; still caught up on it
- Stuck in the past
- Hates any city he’s in, traumatized more or less by the murders, even if it’s not the same city
History: Terui grew up with a loving mother and father, and had a younger sister who he constantly looked out for. Driven by a strong need for justice from a young age, Terui became a police officer. One day after returning home, he found his family had been murdered, with no clues. In his rage and grief, he nearly killed himself various times in various ways, just trying to end the pain.
Kougami had Satonaka approach Terui a few months ago, giving him a purpose in life, and the funding he would need in order to find the murderer of his family. Terui quickly accepted, since he was no longer with the police. He became a squad member of the Ride Vendor Squad under Gotou, but he had aims on becoming much more in order to gain the power he would need to find the murderer and take justice into his own hands. Sample RP: Blood. Blood everywhere, along with cut marks, long cuts and streaks in walls, like someone had used a sword or something of the sort.
Chopped up bodies. The bodies of his mother, father and his sister. They were hardly recognizable, but the bodies were intact, despite the deep cuts and wounds in them. The pure mutilation just made it hard to tell, hard to look at.
“Put those pictures away,” Terui muttered.
“You need to be reminded of why you fight,” Kougami stated, taking the pictures back and sliding them into a desk drawer.
“I will never forget,” Terui stated, “Just give me the power, and let me go after that damned killer.”
“I cannot give you the means until you truly prove yourself, Terui,” Kougami said, “Remember, your future depends on me!”
