Sentai side:
The Black Cross Furher, Long and Brajira have all revived and organized all of their forces, as well as forces of other villain groups under them, using other Big Bads as commanders, including Venjix, Dokoku or Akumaro, and others. They begin to send waves out, and work towards the defeat of Sentai and Ranger teams.
Kamen Rider side:
Shiro Kanzaki and Odin have begun the Rider War, utilizing the Terror Dopant and Joker as commanders, while Odin is his personal guard. He uses them for enforcement, but they go rogue eventually. Mutli-King OOO revives as well and goes on a rampage, but Kanzaki continues his game, attempting to make Riders all over kill each other, attempting to use the power of the War to make himself corporeal, and god-like.
Crossover:
OOO survives and continues to rampage, along with a Long/Brajira combination being. Not sure of the rest.

Looks good for the first two parts.
Where would the other heroes be divvied up into, then? I know Karazu will be a difficult one, as she's dating a Rider, but her brother's a Ranger.

Well, do we need them? That's the question. I have the Rescue Force team, Kaisu has Fire, you have Karazu, Rei has Rei; an Ultraman. We can exclude those characters if we have to, can't we?

Well, it wouldn't be the Henshin Heroes Movie War if we didn't have them show up. If anything, they could pull a Big Damn Heroes moment in the crossover portion of the film. That sound good?

Actually, can we exclude Terror?
With the Runaways coming soon and the backstory I had for them it kinda defeats the idea. Sorry, but I'm not quite sure about that.

Kaisu, it's non-canon. This Terror is Ryubee in this non-canon storyline, with nothing to do with your plans.
