Inside Stuff
Personality: Neon Ulsland is an extremely reserved woman who thinks only of business and how to benefit Foundation X. She acts in a strict business-like manner, speaks the same way, and is always serious, lacking much of a personal life. She takes little care of herself in retrospect, though she never does anything to fix it. She only wants Foundation X to succeed and continue to live on.

Extremely smart and with incredible business sense, she has built the Foundation up from nothing, and made it into a thriving force. She trusts few others with the possibility of leadership, though trusts the entire Foundation in some way or another.

History: Born to parents of Scottish and Filipino origin, Neon grew up with an interesting childhood, especially since she apparently lived with relatives in Japan, being brought up there. Most of her childhood and past are unknown, but she received high marks constantly in school and also drew the hate of many classmates, especially for racial reasons.

At age 19, apparently, she began to seek backers for a company she was forming. Due to her potentially prodigal intelligence, some invested. She started a small group and gained a few employees and began to seek out new technologies and new business ventures, though her true goal was to advance human evolution. This research mainly focused on the Orphnochs to begin with, and she found success and a man who would work for her with information about them.

Using her findings, she gained more money and repaid her investors. They invested more, and she made more. Her group began to grow much larger, and more investors began to come to her. She gained more employees and more and more power, forming Foundation X, becoming completely autonomous with enough money to refund anyone who pulled out and completely ignore them, no longer being dependent on investors, as they had become a primary investor in other groups.

“Two minutes,” Neon stated, beginning her stopwatch.

“The Kougami Foundation now has three Core Medals,” Satonaka stated, “I can secure one of them right now and send it.”

“Then do so. Your orders have always been to retrieve what you could. Why waste my precious time with a call?” Neon questioned.

“The Cores are artificial,” Satonaka clarified, “Do you still desire them?”

“Time up,” Neon said, “Call me back in an hour and I’ll give you an answer.” She switched callers, “Yes, Daido?”

“The current batches of Necro-Overs aren’t holding together,” Katsumi hissed.

“Fix them,”

“I can’t,” he stated bitterly, “I lack the resources I need on my end. Gaia Memories or Cell Medals may be able to do something, though.”

“I’ll see to it that some are sent at my first chance,” she said, “Time up.” Switched caller once more.

“Jun Kazu here,” Jun stated, clarifying who he was as the caller, “Neil’s Gaia Memory venture paid off. We now have a collection of working Gaia Memories, as well as the machinery we need to produce them. I believe we can cut ties with Clarke.”

“Not an option,” Neon stated, “Not now, anyway.”

“Understood,” the emotionless Kazu stated, cutting off his call.

“Next?” Neon questioned as she switched caller.

“Shingo Izumi,” Shingo stated, “I’m on the ground in Europe right now, hunting down the Greeed. I underestimated them. I can only get Cell Medals with the current weaponry. Shall I pull out?”

“No. Get Cells, then,” Neon said, hanging up on him after the simple answer. And this would go on for hours, between the head of Prince:

“Why are we giving our Systems away?”

“That’s none of your concern at the moment,” Neon stated, switching.

To their Orphnoch specialist:

“Zen, any breakthroughs?”

“Not often you call us,” he commented, “No. Though the Medals may work. I just need more.”

“There aren’t enough to send your way right now,” she switched.

To the Ranger Key specialist:

“Aurelio?”

“My work is almost done inside of Section,” he commented.

Finally to the Horror specialist:

“Azal is dead. We have enough data from him, though. I’m going back into the field to find more Horrors,” he reported.

“Bring back a live one this time,” Neon ordered, hanging up.

Name: Kamen Rider Birth Sleek
Type Of Hero: Kamen Rider
Henshin Device: Birth Sleek Driver; the Birth Driver through and through; no changes. The Driver is only for transforming; it has no purpose like the other Births.
Henshin Sequence: She puts the Driver on her waist, loads a Cell Medal in, and twists once. Orbs come up around her, forming her armor.
Forms:

• Form Name: Kamen Rider Birth Sleek
  Image/ Description: Silver/gray armor with red as the only other color. Her entire body is sleek and slim; the armor fits tightly around her body. The legs are fully silver/gray, with some signs of ridges or layers around the knees in a reverse “V” pattern, with the edges outlined in red. Over each knee she has a receptacle orb in red. The armor keeps going up sleekly until it hits her belt. From the belt up, she has a slim torso to suit her physical appearance, with her chest covered in armor, like Nadeshiko, all in gray. She has the “V” pattern armor on her chest again, over the stomach, outlined in red once more. Her shoulders have armor slightly peeling up, like Knight or Ryuki, with the red orb over the shoulder itself, armor still going up. The armor is light and gray down to the elbow, where another orb rests on thicker armor, then down to the hands, where the armor is a bit thicker, like gauntlets.
  
  A receptacle orb sits in the center of the chest as well, in red. Around the neck is a collar-like rim of armor circling around the neck. The helmet is reminiscent of Gavan Bootleg, with the sleek design, but with Birth’s eyes instead.

  Transformation: See above
  Fighting Style: She fights with her weapons more than anything, using the firearm for distance, the knife for close quarters, obviously.
  Weapons: A sleek handgun, similar to Bootleg’s (seen in the picture above). In the back there is a slot for Cell Medals to be loaded. As they get loaded, it converts them to energy. Cell energy acts like bullets as a result, and is the only power source. Firing off a full “magazine” (seven Cells) is the finishing attack; unleashing it all at once as it charges them all into a single blast.
  
  She also uses a small combat knife. The hilt looks like a normal knife, but with a guard coming off that rests on the forearm. Cells can be loaded through here. There is also a small trigger at the top of the hilt. The blade is around six inches long, partially normal, partially more advanced, like a Rider’s weapon. By loading a Cell into the extended slot and pulling the trigger/holding it down, the blade gains energy. Slashing from a distance with two or more sends a shockwave out. The larger/stronger it is, the more Cells that are required.
  Abilities: More resilient, stronger, tactical scanning with the helmet.
  Finisher(s): Full burst from the gun, slashes depending on energy level.
  
  

Inside Stuff
Personality: She is never bothered, always keeping a calm disposition about herself. Satonaka keeps completely to herself, but provides useful insight when approached, though never lets on too much, so as not to raise suspicion, especially among those she spies upon. She has no qualms about taking advantage of people by spying, but doesn’t cross any other lines. She has combat skills, but prefers not to use them.

History: Erika was brought up in a good Japanese home, had a fairly average life and schooling, and ordinary activities. Her demeanor made her almost invisible to most, which Foundation X saw as perfect, especially since she was trying to find something to do with her life.

Three years ago the Foundation hired her and sent her as a spy into the Kougami Foundation. She proved very useful in every regard, and was quickly promoted to one of the heads of the Medal department of the Foundation, though she was continued to be forced into deep cover.
Anything Else: Kougami has no idea that she’s a Foundation X member keeping tabs on him and the investment that is the Kougami Foundation.

On normal occasions, he has permits to carry concealed weapons, just in case, and always carries a handgun with high powered rounds in it. He usually has a Gaia Memory and corresponding gun as well.

Personality: Shingo is a silent and reserved man who keeps everything from his family, especially his sister, Hina. He is vastly loyal to Foundation X, and serves them with combat experience, being a former cop. He used to take the law to deadly seriousness, but loosened up when joining the Foundation, seeing their goals as greater than the law. He would die for them, if they wanted him to. His only problems are leaving behind his sister, as he still cares greatly about her.

History: When Shingo’s sister Hina was born, he decided to always be there for her and protect her. He decided to become a police officer in order to help keep everyone safe, eventually even becoming a detective. However, at some point he was approached by Foundation X, who saw a need in having someone combat hardened and experienced in the law. He had recently been involved in a drug bust with a long shootout, being one of the only survivors of his squad.

He joined the Foundation willingly, if only to make the world a better place. He was placed in the Medal department, sent after the Greeed should they awaken again. He continued to work as a detective until their awakening, during which time he was transferred away to deal with them.

He loathes the white uniform, but occasionally wears it when forced. At all times he has a dagger with him.

He uses the Eternal Edge dagger which can be used with any Gaia Memory for a Maximum Drive; his being Bloody Hell Blade in his dagger, and Eternal Requiem in his Maximum Drive slot, being a powerful EMP.

  Personality: Katsumi is a bit homicidal, keeping himself sane by going into battle every so often to slaughter people. He doesn’t care for civility as he once did. As his body breaks down time and time again in battle, only to repair itself, he slowly goes mad, hating himself and what he is, but seeking new ways to keep alive, including using Cell Medals to boost the body as it breaks down. He is gifted with a manipulative mind and incredible combat skills surpassing those of the ordinary soldier.

  History: Born perfectly fine and healthy, Katsumi lived a good life up until age fifteen, when he was in a car accident. His mother used prototype technology in an attempt to save him, managing to keep him in a sort of stasis for years as she attempted to fix the program. By the time that she found it, Foundation X had it, as they had grown to power. Katsumi was eventually revived, along with others who were to be used as spare parts for him, but he used them as comrades, becoming bounty hunters, then mercenaries.
  
  Foundation X was their goal; to gain money from the Foundation. They attempted to, but were shot down. However, his mother got it changed and they joined, but Katsumi and NEVER went after another target, breaking their deal. The Foundation allowed him to still join, however, as a member, not an experiment. He worked for them as a Necro-Over researcher while his mother went to work with his team.
  
  His current projects are failing.

  Personality: Jun is a cold, silent, indifferent man who has no emotions. He speaks in a flat monotone voice most of the time, actually being startled by the emotions of others. He simply cannot handle emotions, and hates them…if he could hate. Nobody knows if his emotions are there or not, or just that buried. He doesn’t care about them, so has no idea, considering how long it has been since he has “felt” anything.

  History: Jun’s past remains a mystery, but at some point he died and was restored as a Necro-Over by Katsumi Daido’s mother and her team. Like Daido, Foundation X saved him and brought him back with their technological assistance. Unlike Daido, he didn’t go crazy, but locked his emotions away instead, finding a fascination in Gaia Memories upon joining the Foundation.
  
  Jun’s abilities to negotiate, his abilities to do business, and his lack of emotion made him a good candidate for a high ranked position. He was given the Gaia Memory R&D head title and began work with the Memories, eventually obtaining his own through unknown means, becoming the powerful Utopia Dopant.

Personality: Ridge is a composed man who when he gets angry really shows it. He maintains a cool and calm composure, even when those around him don’t. He has a sly business sense, and usually attempts to talk his way out of situations when they arise. Intelligent, he is not a fighter, and avoids fighting, often remaining inside Foundation X bases, despite hating them. He often throws himself into his work to keep himself interested, though.

History: Ridge was born in London, but moved to America at age twenty. He had an average life, often studying outside of school to make himself smarter, as he didn’t do much outside of it otherwise. When Smart Brain began to come up, he joined them and worked for them. Despite not being an Orphnoch, he knew of them and knew his coworkers were likely all Orphnochs. He gathered as much data as he could on them, hacking whatever he could for intelligence. When Neon Ulsland began to form Foundation X, he became her first worker, helping her to come out on top of her business venture with his data.

He continued to work for Smart Brain before his full defection to Foundation X, working as head of Orphnoch research due to his past experiences. He remains Neon’s loyal second-in-command.

Personality: Kazuki is actually fairly laidback, though always concerned about Prince. He knows that Prince is making Rider systems, mostly to combat the Imin and research them, and that he is supposed to be gathering the data together for the Foundation, but doesn’t care that much. He cares about being paid, but he is not greedy. He just doesn’t see the need for Imin data, or why they’re giving away the Rider systems his company makes.
Strengths:

History: Kazuki was born into a rather poor family, so he learned to appreciate everything he could. Over the years he began to work on different odd jobs, eventually finding employment at a small company that few believed in. He knew the hardships the owner faced, so joined with him, making a great deal of money on the venture. He split off to make his own group, forming Prince in the 70’s.

He began with basic appliances and the like, but his technological staff began to grow, and they began making newer and newer things faster than anyone else. This put them in a great deal of money, and when Foundation X formed, Prince was invited to join in them. At first as a beneficiary, but soon as a full partner, with Kazuki becoming a member of the Foundation.

He continued to run Prince, but now with Rider systems being developed, with new jobs of looking into the Imin, and more. He took the job and kept it, but grew bored pretty quickly, though would never leave.

Personality: Drew is a composed man who listens to his emotions, but keeps them hidden so they don’t betray him. He is very intelligent, and takes risks that he probably shouldn’t, all in pursuit of helping the Foundation. He has a deep belief in them, and is willing to throw his life away for them. He isn’t a very skilled warrior and hates fighting, but is trying to get better after a bad run-in with a Horror, so he became a Juken practitioner with the Jaguar Fist and focusing on Technique.
Strengths:

• Pretty good with Jaguar Fist and Technique

History: Drew was born in a pretty good family and had anything he wanted. He was spoiled as a child and for many years after. Foundation X heard about his family and wanted him five years ago. Drew, 28 at the time, was still living with his family in a mansion, seeing no need to leave. The Foundation had enough power at the time and brought them down, killing everyone inside except for Drew, as they recruited him.

He was against them at first, but slowly opened up to their ways and ideas. They sent him after Horrors in Japan, where he had some problems and received his scars in battle. His data was great, though, and he became head of Horror research as a result, managing to find ways of manipulating them, even joining forces with one named Azal. But when he learned he would have to keep going into the field without any protection or help, he began to learn Juken, becoming a Jaguar Fist practitioner in the art of Technique, finding his job had become easier with these skills.

Rider Stuff
Name: Various
Henshin Device/Sequence: Duo Driver; a Double Driver-esque device, but the body is an ovular piece that spawns the belt. Two Gaia Memory slots are on the main body of it, one being placed in front of the other at the top. As such, he becomes various Kamen Riders (unlike Double, who always remains as Double, for instance).
Forms:

• Form Name: Kamen Rider Storm
  Appearance: A basic, streamlined body with ridges coming up around his limbs and around a bit of his chest, like the W Riders, with the slightly extended chest armor. The ridges seem slicked and sloping, like Tajador’s shoulder armor. His body is primarily a dark purple/gray hybrid color, while he has a dark yellow flickering around various parts of his armor. His head is rounded off like W’s, including the “V” shaped antennae, though his head is the violet color with a splash of the yellow coming up around the right eye area.
  Transformation: Places the Weather and Cyclone Gaia Memories into the Driver in either order. A crackling storm comes up around him, forming his armor.
  Weapons and Abilities: Elemental powers over the storms, including winds, water, and the basic powers of Weather, including the limited lightning attacks.
  Finisher(s): Storm Break; a powerful Rider Kick where he inserts one of his Memories into his Maximum Drive slot on his waist. Storms kick up around his body with lightning focusing at his foot for a kick.

  Appearance: The same as Storm, though the colors invert with yellow being primary.
  Transformation: Places the Lightning and Weather Memories into the Driver in either order. Crackling storm forms armor.

  Appearance: The same, but with the yellow becoming white and the blackish violet becoming slightly lighter.
  Transformation: Places Weather and Ice Memories in Driver in either order. Shimmering storm forms around him to create his armor.
  Weapons and Abilities: The same, but his powers over the cold, hail and ice become much stronger and his primary attack.

  Appearance: Much like Tajador, except the head retains the Storm/W head, though the ridges shoot back like the wings on Tajador’s head. He has a blade on each leg from below the knee to the ankle, and has crimson gauntlets that have claws that extend over his hands.
  Transformation: Places the Fire and Bird Memories in in either order. Flames erupt around to form his armor.
  Weapons and Abilities: Flight, fire attacks, claws, bladed kicks (even if the blades don’t strike; his feet are also bladed in battle)
  Finisher(s): Eruption Talons; a Rider Kick/Punch where his entire body is covered in fire. He uses either his talon claws or his bladed legs/kick to rip through his opponent. Either Memory works.

Inside Stuff
Personality: Aurelio is a calm, composed man who always thinks before acting, never being brash; hating anyone brash. Calculating, he is a manipulator and infiltrator who has no qualms about what he does, finds no boredom in his work. He shows concern for the younger members he knows of both Foundation X and Section, and tries to help them no matter what after having lost his wife and young daughter. His life brought him great combat skills, making him one of the more skilled warriors, as well as using his intelligence to make him the head of a department.

History: Aurelio was born in Italy, but not Italian, so he does have a Venetian first name. His family moved back to America when he was two, and through his schooling he was picked on for his name. But he grew up as a fighter and proved his strength to his students, getting expelled often for fighting.

When he was twenty, he met his future wife. For a few years they dated, until they married when he was twenty five. They had a daughter two years later. However, two years after that, Aurelio was waiting at home for them to come back, currently working as a cop. His wife and daughter’s car was hit by a drunk driver, killing them.

Aurelio went rogue and killed the driver. He knew he was screwed after doing that, but Foundation X found him first, right after they formed. They said that he was a bit too old, but could work. They sent him into prison and manipulated things so that Section would find him. They eventually decided to recruit Aurelio, and Vincent made him second in command. Using connections in the Foundation, Aurelio got his hands on the Duo Driver and a handful of Memories, using them exclusively for himself, despite the fact that Vincent knew about them. He never had Aurelio give them up to another member, despite their shortage of Drivers. Now Aurelio waits for his time to be extracted, having all of the data they needed. He’s since had others working on Ranger Keys for him, while he works on them any chance he gets to be away from Section. As such he has the Trumpet and some Keys, though keeps them hidden from the rest of Section.

I wrote most of these last night when I was very tired, so that explains most of it. I'll get to work on that. I also think I need to change some backstory on Aurelio, since I think it implies he was hired by the Foundation before it was actually formed, due to a mismanaged date.
