Overview: Chiyoko is a very kind and caring woman. She was always very loving, especially to her daughter Karazu. After her death and subsequent revival, she became a much somber individual at the prospect of being unable to see her children again, and hates her job because of it. When in battle, she becomes highly focused on the battle at hand rather than her other issues... except Pluto's status as a planet. That's always been a big deal for her.

Henshin Device: Sailor Star Brace.
Henshin Sequence: Chiyoko transforms her brace from Confined mode to Senshi mide, and swept her hand over it while explaining "Pluto Power, Make Up!" This summons a spiral of silver energy that rushes upward before crashing back down upon her. The Garnet Rod then appears, and Sailor Pluto, fully transformed, grasps a hold of it before posing.

Fighting Style: Uses her Garnet Rod to channel magical energy and use it properly.
Weapons: Garnet Rod (Seen in the picture of Sailor Pluto) - Primarily used for her Dead Scream attack, it also functions as a key to the Space-Time Gate. Her Talisman (one of three), the Garnet Orb, is set in the rod. She can also summon this in civilian form.
Abilities:
- Chronos Typhoon - Sailor Pluto uses the Garnet Orb to send a cyclone-like rush of energy at her target.
- Garnet Ball - Uses the Garnet Orb to create a shield around her and everyone else in the area.
- Dark Dome Close - Allows her to close the Space-Time Gate from a distance.
Finisher(s): Dead Scream - Sailor Pluto raises the Garnet Rod into the air and a small whirlwind spins into being around her. Sailor Pluto says the attack name and the winds coalesces into the Garnet Orb, creating a glowing purple ball of energy. She spins once, holding the Rod, and then fires the energy at her target.

History
Chiyoko Miyazaki had a very strange life. Her childhood went through normally enough: Attended school, made good grades, went into fashion school. It was at that school that she met the man who would be her husband, and they clicked almost instantly. After a year of dating, she was asked for his hand in marriage, an offer she gladly accepted. About a year after their wedding, she gave birth to Karazu.
Shortly after Karazu's birth, Chiyoko began hearing reports of a masked man in a tuxedo fighting crime in Japan, and later discovered it to be her husband. He explained his reasons as that he had to keep fighting until the the five Inner Senshi were assembled, one of them being their daughter, even if he has to die in battle. Despite Chiyoko's protests, he continued to fight, leaving her in a constant state of worry.
When pregnant with her second child, her husband disappeared, not having contacted her or anything. Her worry for her husband began to grow through her pregnancy, coming to a head when the child was born. However, the stress that she had to endure was too much for her, and with what would be her last breath, she named the newborn boy Sanyu, and told Karazu to take care of him.
This isn't the end of her story, however. Sometime after she closed her eyes, they reopened once more to a beautiful starfield. She didn't have any idea where she was, or what the heck she was wearing, until a voice in her head explained that her powers as a Sailor Senshi awakened after her death, and her duty to guard the Space-Time Gate. Knowing she wouldn't be able to see her children again, she accepted her duty, guarding the Gate and watching her children from afar...

Sample RP: Chiyoko stood in front of the Space-Time Gate, sighing. How long has it been since anything happened here? In recent memory, Chiyoko had fought some metal-headed aliens (which she banished to medieval earth, where she thought they fit in) and some hapless guy from the Black Fang group that settled in (which she banished to the Stone Age, since she didn't want them finding out about the Space-Time Gate). "What is there to do now...?" she asked herself. That's when she remembered something. "Wait... Karazu's getting married, isn't she? I guess I can drop by..."
But she thinks you're dead... a voice in her head told her.
Chiyoko shook her head, dismissing the thought. Karazu or Sanyu wouldn't notice her at all. She smiled and used her Garnet Rod to open the gate to the time and place of Karazu's wedding. She could at least be there for that.
