Overview: She's very laid-back and outgoing, draws a lot of attention with what she does but rarely takes any of it personally, she is very driven and in motion, and her world moves around her, rather than she moving around it.
As GokaiZero, she is rather aggressive...but tactically so...channeling her brother's hot-blooded nature in going after her bounties, or her targets...she had a chance to study the GokaiRider system extensively, and plans one step ahead to do anything that Rider can do...better.
Hero Stuff

Type Of Hero: Kamen Rider
Henshin Device: GokaiBuster, GokaiSword.
Henshin Sequence: With the Buster, the Zero key is inserted into the side, and pointed upwards, the words "Goookai Henshin." being said, and the energy is fired into the air above her, and hurtles back down at high speed, quickly forming the armor and suit, the helmet flashing in with a "Face On." command.
With the GokaiSword, the key is inserted into the hilt, and she calls out the same, before the blade charges up and she thrusts it forward...and the energy hurtles back at her, entering her form and forming the armor plus the suit quickly. Her helmet then appears from the sword, fixing itself on her head.
Forms:

Image/ Description: Like GokaiRider, only with a cape, and twin bandoliers
Motif: Pirate, Kamen Rider.
Color Scheme: Blue and Black.
Transformation: See above.
Fighting Style: With the cape on, she goes for a power type style. When she tosses the cape off, she is high flying and high risk, overwhelming her opponents with her strategy, tactics, and plain acrobatic ability.
Weapons: GokaiBuster, the shots on it being able to track and arc towards their target, GokaiSword
Abilities:Able to summon up to ten Riders, five key slots on each weapon.
Ability Keys (Only used once, not chainable): Barrage - Hidden ports open up at certain junctures on her armor to reveal gun ports, and they all fire the same type of tracking arc shot at the enemy.
Blast - Creates two copies of the Buster that fire ten shots on either side, with another ten added from the Buster itself.
Nova - Powers the Sword for a slash that is aimed away from the opponent, and the powered energy returns to slash their opponent in the back, like a boomerang.
Slash - Powers the Sword again, and after each slash a delayed energy projection of a sword slashes for additional damage.
Laser - Extends a Laser attachment on the bottom of the Buster.
Star - A special key, activates her Rider Kick.
Finisher(s): Final Wave: Blast Nova - Five Rider Keys go into the Buster, and activate the finisher, which is a very powerful blast, which paired with the Laser attachment, can track its target, and arc around, or over / under obstacles in the way.
Final Wave: Nova Slash- Five Rider Keys go into the Sword, and activate the slash finisher, which is either a large wave slashed forward, or a traditional cutting through finisher.
Final Crush: Gokai Supernova - Ten Rider Keys are activated, five in the Buster, Five in the Sword. The gun is fired forward, and the sword is slashed down in an diagonal pattern, before the Rider spins around and slashes upward, an X patterned slash following and merging with the gun finisher.
Final Dimension Wave: Zero Shooting Star Kick - Activated by the Star Key, it may be empowered by ten keys, five in each weapon, which feeds back into the suit, or it may use up to 12 keys, 6 in each bandolier. GokaiZero jumps into the air a great distance, in front of the moon, if present, and then hurtles towards the target like a missile (Think the Shooting Star attack from the show, only with a boot, not a spear)
Other Equipment:- The Machine Zero - A sleek black bike that has two key slots, turned to the left they activate a forward shield, to the right they activate two missile launchers, with lock on and fire. Turned up, an attack shield forms over the whole bike, and it has a ramming finishing attack known as the Splendid Crash.
History
Shiori was born to Katsuhiro Sakuta, a successful businessman, and Erina, a university professor. Her brother, Domon, was a prodigy, and was already starting school when she was born. In contrast to Domon, who was more academically minded, she had developed a love for sports, and was usually seen outside playing with a ball of some sort. When she started school at the age of five, she was bullied by other students for both her height and for wanting to play sports instead of doing "girly" things; every time this happened, Domon came to her aid to fight anyone who tried to hurt her in some way. She later became part of her school's track team.
In junior high, she switched from track to Cheerleading, serving as its captain her final year. Folowing Domon's footsteps, she took an entrance exam for AGHS and scored well enough to be allowed attendance. It was here that she once again changed sports, becoming part of the gymnastics club. However, because of this, as well as the fact that she had grown into quite the beauty, she had acquired many admirers, one of which took a particular interest in her. The boy had left several creepy letters in Shiori's locker, all unsigned, which she had shown to her brother, who couldn't do anything at the moment. Before Golden Week, the boy who had sent her the letters had followed her to Gymnastics practice and, once everyone was gone, tried to assault her. Before he could do anything, though, Domon managed to arrive and stop him from doing anything.
Shiori didn't let that deter her...and she finished at AGHS with high marks, graduating in the green. She got a job as a waitress at a local cafe, and has developed a good reputation for being a hard worker...and she's gotten into the bounty scene, though mainly as a holder of information. One day, she got a tip that something real big had been brought in...and went to find it...giving an initial payment for the information, and agreeing to pay the informant back...though this now meant she needed to get more active in the bounty business...

"Good, this is a big one. Check the package on the ground there, its your new equipment." "Wha?" "You'll figure it out, see ya."
