Shotaro's heart fell when he saw the rider was infact his old aibo's sister and not Phillip himself. He reversed his own transformation and looked at them both in shock
"What the hell is going on here?" he said, "Am i supposed to just believe that you both just turned over a new leaf? Just like that?"

Shotaro was in a difficult position. By rights, he should arrest them both and haul them in to the police. But Sokichi was a strong believer in second chances, which is why he gave Phillip one. He would have given them a chance, so Shotaro should to, but he was still torn, despite his mentors teachings
