Originally, this plan was set together pretty well, but not everyone can remember everything, 100% of the time. So, here's what I've got in mind. Black, Sanyu, Ren...comment away and see if anything else needs to be added.
The gang (Kase, Damien, and Wakana), leave out from New York, and head across the country. On the way, they encounter more minion attacks from the Karsh side. There will be skips between battle scenes (Probably 2 or 3, with Camo and Sting involved in the second or third, a victory for them in forcing the others to retreat) Then...the last battle scene BEFORE they get to California, is a rematch with Camo and Sting, and it involves them going separate ways after they're over-powered. Once they arrive in California, Section strikes, and obviously the deck is stacked against the trio. Then SHIELD, after having discerned the treachery in its own ranks (Xaviax's disguise as Special Agent Simons, having fed them false intel), arrives and halts the Section attack...and arranges to have the three (perhaps four, if Sting decides to follow Kase and company), transported to Area 51 in Nevada.
Once we get that far, I'll update this with what I had in mind to happen.

For the Section attack to end, they're going to need an order from someone pretty high in the government, since they act autonomously and have pretty much free reign to do as they see fit to eliminate threats to the country, while perceiving the three (foreigners) as threats.

That'll be enough, but don't think that Vincent and his men would yield or follow Fury's orders. They respect his position, but in no way do they follow his orders or would they obey him or his men. As I said, they act autonomously as a black ops mercenary unit for the government, so they have free reign, and don't take orders from anyone basically less than the president.

Section boasts three Riders currently, if not a fourth by now (been a while since I last used them, they could very well have finally gotten themselves a new system for Alice), a small army of former murderers turned government assassins who are also Dopants and use Gaia Memory weaponry...
There's a reasons these guys leveled Smart Brain, including defeated a Clocked Up Rider without losing many footsoldiers...

Just as a note, if it gets to be too much of a problem, Section doesn't have to be brought in.

They're high enough in the government that they have ties to many areas. Even just airport logs and stuff, they have enough staff to be constantly searching names, checking for terrorists, etc. Finding those three and backtracking, like they always do, they'll find something off and keep an eye on them with agents until they get to a place where there's a large enough Section force.
