He gave up the Kiffa powers already, and I don't have another Rider for the 13 ready yet. He can fight, though, with his natural powers.

Ciel was fairly lost in Japan, just searching for her commander, and possibly for other Rangers. If she could find those damned Gokaigers... Or anyone, to gain Grand Powers...

Shane reappeared in another part of the city, skating down the sidewalk and expertly avoiding people as he did so, resuming his civilian guise.

Ciel saw a man skateboarding, avoiding people. She decided to act like a bit of a jerk and walk in his way.
Probably shouldn't be skating on the sidewalk, she figured. That was her excuse.

Shane however managed to see it coming, and at a certain point he went airborne, flipping the skateboard in midair as it came down right in front of her, and he landed on it. Then he hopped off and gathered up his skateboard, intending to go on.
