A minute later, Jasmine walked in. "Sakura, welcome back from patrol...I see you brought someone in...mind filling me in?"
Kiba regarded the woman with a look of neutrality, not betraying any immediate emotions...

"Yes ma'am" Sakura said taking on the SPD officer persona that she used whenever she and Jasmine were on duty, "this man was a witness to a killing made by a couple of Orphenochs and an Alienizer. He then used a Rider suit to help me beat them back then I asked him to come back to the HQ so you could question him if you like."

Jasmine nodded, looking him over. "A Kamen Rider you say...a vigilante, of sorts. And he helped you? Interesting." she said before showing them to the interrogation room, which Kiba followed them to without resistance. Then, she told him to sit down, and he did.
"Ok, your name, for the record." "Izumi, Kiba." "And why were you here in Japan?" "I was passing through, officer."
Jasmine let that slide as she continued, "Why were these three individuals after you?"
Kiba replied, "Well officer the Orphenochs were after me because of this." he said, taking out the Rider Belt and putting it on the table. "And the Alienizer ... as you called him... was out to kill me because I witnessed him murder two human women in cold blood." he said in a neutral but polite, manner of fact tone.
Jasmine took a look at Sakura as if to invite her to contribute her own opinion before she continued.

"That's exactly what happened, I was called in to a crime scene involving two women when I was chasing down a lead, I managed to stumble into him while doing so and from then on we got into a fight. All three suspects have been eliminated" Sakura reported.

Jasmine nods a bit, "So what aren't you telling me, Kiba?" Kiba looked up at her for a moment, "What do you mean?" "You're not normal either.." Kiba shook his head slightly, "The subject never came up, officer."
Jasmine then looks at him, "Put your hand forward." Reluctantly, Kiba did so. Then Jasmine removed her glove, but before she could touch his hand he moved it to the side by a little bit. "You could have just asked. I'm what they call an Orphenoch...and those others that were chasing me were doing so because they want to kill me. Because I hate what they're doing towards humans...and I wish to live as one." he looked apologetically at Sakura before continuing, even while Jasmine's hand was resting on the table she was still able to read enough of Kiba's mind to realize that he was telling the truth. "I don't need protection from them...I just wished to do my civic duty regarding the Alienizer...but the Orphenochs are my problem and I will defeat them."
Jasmine took her hand away and put the glove back on, looking at Sakura for a moment before jerking her head out of the room as she walked out with Sakura for a moment. "What do you think?" she asked Sakura.

Jasmine looks at her, "I wanted your opinion, Sakura-san." she asked.

"Oh yes Chief" Sakura said, "well...although the man does have the powers of the Kamen Rider I believe that in the end he will fall in battle, I heard that the Rider System from Smart Brain slowly destroys the Orphenoch's DNA until there is none left, if he still has a human DNA then everything will be okay but if he's a full Orphenoch..." she let the words hang.

(Hmm, I didn't have this character written with that in mind, but it could be doing that maybe)
"Hmm...I think he is firm in his convictions....and he will fall in battle doing what he always wanted to do...who are we to deny him that?" Jasmine asked. "Besides, I saw how he was looking at you." she added in an uncharacteristic off-topic moment.
