So, I have an idea.
Shocker's gone, his clones are all dead and William Paragon's had to claw his way out of the destroyed Arctic headquarters.
Unfortunately, immortality and rider powers aren't enough to get him back to being feared and respected. So he needs lackeys.
Now, are there any riders/ rangers/ whatever who wouldn't mind taking over the criminal underworld of the US?
