After losing to the Army, he found out what had happened. There was another faction at play here...and they had to deal with it.
He had to deal with it for now.
He headed to Fuuto to track down Saeko Sonozaki; she would have information, and she would be an excellent pawn.

Saeko Sonozaki wasn't a happy woman. She'd seen her father commit a heinous act...and while she had to concede it was quite villainous....you just didn't do that to family....right? That was what he had taught them all...that family came above business...yet this old man had forgotten....and that had ignited a spark of light in her, an anger.
Now, she had excused herself from the Digal Corporation, and, uncharacteristically of her, decided to walk to a place for lunch. She mentally hissed a bit...the wind was as caring as always, but she hadn't felt the comfort it could provide...it was almost like the wind carried the Kamen Rider's words with it...but she would have nothing to say back....what could she say?

Rio held his PDA up, a picture of the woman on it. He started to walk around, asking nobody, just looking himself. It didn't take too long to find her, starting at Digital Corporation and working his way around.
There she was. He walked to catch up, coming up alongside her, "Sonozaki, Saeko," he said.

Saeko had spaced out as she was walking, that she hadn't noticed him walk up to her. "That's right. But who are you?" she said, tilting her head to look at him.

Soon, they would arrive at the high-class restaurant a few blocks from the Digal Corporation, and Saeko went to her corner booth, which most others stayed away from. She ordered her usual dinner and instructed the waiter to place whatever her guest wanted on her tab.
Then, she sat down across from Rio, and looked at him, shivering just a little because of the wind's effects. "So...this offer. I'm listening."

He ordered and turned to her, "Work with us. Right now, we'll support you in any bid you make for Museum...and we're targeting your sister's fiancee's group," he told her, getting that aside.
