Inside Stuff
Personality: Vincent is a cold, uncaring man who only does what is good for the Section and the United States. Everything he does is for the good of Section and the US. He has no qualms about killing anyone, and will eliminate anyone if they are a threat to national security, even if that means that they simply know about the Section. He has vast intelligence and a drive to win, no matter what.
Strengths:
- Marksmanship, he's an excellent marksman.
- Intelligence. After so many years in prison and as head of Section, he's had time to learn anything he needs to.
- Lack of morals. He will do anything to protect the US, even if it is immoral.
Weaknesses:
- Age, all he can really do to protect himself is shoot, he can't fight otherwise. And when he goes, Section would have to take time to get a new leader to know as much as he does.
- Lack of morals means that he has some issues dealing with the higher ups in the government and getting some funding, forcing mercenary work.
History:
Born in 1946, at age twenty, Vincent murdered his entire family and was sentenced to death. In 1971, when he was 25, he was released from prison after his death was faked by the government. He was the oldest member of the original batch, so people questioned if he was a good fit. He proved the government that they had been right in recruiting him. He eliminated anyone he was told to, did only as ordered, and studied anything he was told to, learning everything about tactics and military that he needed to.
He was made leader of Section after the government pulled out. He began to go beyond the call of duty and created his own missions, rather than waiting solely for the government to call on his Section.
In the twenty first century, he began to buy up Rider gears and Gaia Memories as the weaponry became available to make use of them. He began to turn on monsters that could pose a threat to the government, and still leads the Section in their covert operations against the various creatures.

Rider Stuff
Name: Kamen Rider Vega
Henshin Device/Sequence: The device is long and a few inches wide, but not very thick. It partially slopes in, instead of going straight back for its thickness.
It has many buttons lining it up and down. The device itself is black with a few red buttons. It was very sleek, as opposed to the Avon System.

Appearance:
He threw his right arm out, "Henshin!" He shouted, slamming it face down on his waist, the end crystal facing towards the left. Unlike the Avon's, this one was completely covered with a screen or something of that sort.
The energy began to spread out, forming the belt and the undersuit of the armor. He flipped it over and pressed the three buttons rapidly, and then the final, red button on the top of it.
The energy wave washed over his body, beginning to form the black and gray armor that he wore. He threw his right arm up as the wave washed over his arm, beginning to create his arm armor, and reach his neck.
He snapped his right fingers while his hand was up. The energy washed over his face, completing his helmet, and at the snap of the fingers, the System flew up, off of his belt.
He snatched it in his left, black gloved hand, and threw his right arm down. He snapped it into place on his right wrist and immediately put his arm out towards the enemies, his left arm drawn back, thumb bent in towards his palm, but out, not touching it. His little and ring fingers tucked in. His middle and pointer fingers curved, as if about to draw something back.
The sides of his System opened, producing energy lines. His fingers gripped them as rings appeared, allowing him to grip them. He pulled back, creating an energy arrow at the tip of his Rider System.

Weapons and Abilities: Bow from Vega System. Can fire rapidly, large finishing arrow, or single, tactical/snipe shots. He has incredible speed.

Inside Stuff
Personality: Simon is a calm, collected, cold man. At one time in his life he was a manipulative bastard, and he retains some of it, but not as much as he had once been. He is incredibly skilled and usually snipes, as either Vega or his normal form.
Strengths:
- Cold, making him an expert assassin with no problems.
- Expert sniper, that's his greatest asset to the Section.
Weaknesses:
- Doesn't get to know people. It could be an advantage in the Section, but it doesn't help in his missions.
- Young, one of the younger members, meaning he hasn't had as much training.
History:
At age 13, Simon murdered a few of his classmates during a trip at school. He was arrested and given life in prison, despite his age. He killed some inmates in his own defense and three guards by stealing one's gun. Despite his age, he was now sentenced to death.
The Section intervened and pulled him out by faking his death. He was recruited and immediately became one of the best marksmen in the Section. When the Vega System became available, he became a 'Guardian' and received it as his personal Rider System.

Henshin Device/Sequence:
The Riki System is large and gray, thicker and wider than the other Systems. It has more buttons running up and down it, all of them thicker in style to reflect the size of the Riki System.

Appearance:
He put it facedown on his waist. Energy started to wash over his body, forming the undersuit of his armor. He flipped it over and pressed two bottom buttons, and then two top buttons, before the center button of the gray top side of the device.
A burst of energy erupted over his body, forming his main armor. It was thick and gray. The shoulders were rounded, the armor was thicker than it needed to be, but still allowed for easy motion. He had black portions visible, as well as black designs running over parts of his body, including the rounded shoulders. His helmet was rounded, but the front had an extra portion sticking out, this portion had a black spike of armor running up and down each side, with slits in the center to act as eye holes.

Weapons and Abilities: He can create a widesword, a mace and a hammer out of the energy projection of his weapon. He has massive strength.
Finisher(s): His widesword can extend even wider for impaling his enemy, or he can use the mace to crush his foe as it grows.
Inside Stuff
Personality: Eugene is sometimes loud and rowdy, but otherwise knows his place and remains quiet when he needs to. He sees this as his second chance at life and would do anything to stay alive and in Section. He is a fighter by nature, and will kill anyone in front of him in battle, even his own men.
Strengths:- Strength. In physical combat, he is Section's greatest fighter.

Weaknesses:- Lack of firearm skills.
- Brash, often rushes into a situation headstrong.
- No respect for life, he'll murder his own men if they get in the way.
History:
At age seventeen, Eugene was a street fighter and killed some people. As he and his fellows ran from the police time and again, he ended up being arrested. During trial he managed to kill his lawyer in prison as well as a guard. He was shot on the spot by the guard, but that man was from Section and had managed to fake the death with a special bullet that was like a rubber bullet with a drug inside.
After being awakened in Section, Eugene attacked his handler, but he was taken down and knocked unconscious. After some time, and after he learned about Section, he finally was brought under control. He hated firearms, so stuck to physical combat, thus when the Riki System was purchased, he was given it.

Personality: He's cocky, yet refined and silent, watchful. Coming from a rich family, he looks down on others, yet keeps his refinement even in his cockiness. He is very smart, having received great schooling. He analyzes his foes, learning their strategies, strengths and weaknesses.

- Intelligence, very smart.
- Analytical, reading weaknesses and strategies is a forte of his.
Weaknesses:- Cocky from his past life, looks down on too many people.
- Always goes with his first impression of someone, so he refuses to adapt to who they really turn out to be.
History:
Having come from a rich family, Jared constantly looked down on people through his life. At age 16, he was being robbed by someone he had angered by talking down to him. During the mugging, someone else got killed, and the man fled. Jared was blamed for the killing, since he didn't even try to help the man, it looked like he had murdered in cold blood.
After going to prison, he tried to kill himself, but couldn't do it. One day he awoke in Section, having had his death framed. The Section believed he had murdered, but he continued to try to convince them that he hadn't. When he found out that if they learned he hadn't killed the man, he would be killed for knowing of Section and not being of Section material, he owned up to the lie so he could survive.
When the Garren Buckle became available and the Ace of Diamonds Undead was sealed, Jared was given them after becoming one of the best shots of Section. He hunted Undead and sealed every Diamond Undead on his own.

He puts his Scissors Deck out in front of a reflective surface. His V Buckle appears on his waist and he slides it into the slot, calling out, 'Henshin' and transforming as both sides of his armor appear on him from the mirror.

Inside Stuff
Personality: William is a silent man who keeps to himself, only speaking when he needs to. He was a former terrorist in his past before being arrested, so has no qualms about killing. He is sly and stealthy, thus the user of the Scissors Deck.
Strengths:- Stealth
- No regard for human life.
Weaknesses:- No regard for human life; making his job hard.
- Former terrorist; it makes things hard for him when he fights terrorists.
History:
At age 17, he began to get involved with ecological extremists and the like, becoming what people called a terrorist. He eventually began to like doing what he was doing, and started to randomly strike out.
Section was to eliminate him, but Vincent decided at the last moment not to have him canceled. He decided to have the man recruited, but he wasn't sure what good William would do for them.
William began to go with teams on covert operations that involved stealth, considering he used a lot for infiltration and bombs. He began to use explosives and short ranged weaponry to open paths for larger strike teams, being a one man force.
Vincent eventually decided that William could be trusted, and gave him the Scissors Deck when it became available, but always decided to keep a close eye on him, always ready to have him canceled if he identified with the terrorists they fought.

"All four 'Guardians' will be dispatched to Chicago. We believe we have found an Orphnoch base there." Vincent said, "We believe we will need everything we have to bring them down."
"Who else will be sent?" Simon-Vega-questioned.
"A team of thirty men, all armed with Gaia Memory weaponry." Vincent said, "Now, Simon, you and Jared will go in first, using your firearms."
"What about me?" William-Scissors-questioned.
"You will go inside through the Mirror World." Vincent replied, "Finally, Eugene, use the strength of Riki to go in with the strike team and eliminate any Orphnochs trying to escape."
Eugene nodded, "Permission to kill our own men in the crossfire?"
Vincent didn't hesitate, "Kill them if there's no alternative. If they get in your way of a kill, then eliminate them."

Personality: Alice knows what she wants, and she does whatever she needs to do to get what she wants. She respects those above her, as well as those who give their lives for the Section, but never to anyone outside of the unit. She believes only in the Section, after years serving them.
Strengths:- Serves without question; undying loyalty.

- Very smart
Weaknesses:- Often uses Stun Memory first, unless in a direct battle; things get dangerous for her as a result.
- Dependent on a dropped/defeated Rider system to transform.
History:
At age 15, Alice killed her younger sister, drowning the 10 year old in their family's swimming pool. Her parents witnessed it and were able to testify that it was murder; even against their own daughter. She was given life in prison for the cold blooded murder, but killed her cellmate in prison, and attacked a guard, crippling him with his own gun. She was sentenced to death when Section saved her and trained her.
She initially went against Section, but soon, she put up with them, following their orders and ways, becoming groomed into one of theirs until she was a completely loyal soldier. She worked her way up, becoming a 'Guardian', but lacked a Rider system. - Strength. In physical combat, he is Section's greatest fighter.
